About Us
Fighting for Justice, Freedom, and Reform in Florida
Freedom Force Florida is an unincorporated nonprofit coalition dedicated to reforming Florida’s criminal justice system. Formally launched Thanksgiving Day 2024, we are a rapidly growing movement. We believe in second chances, smart policies, and a system that values rehabilitation over retribution. Our mission is to advocate for fairer sentencing laws, rehabilitation opportunities, and humane treatment for incarcerated individuals. Through legislative efforts, public awareness campaigns, and grassroots activism, we aim to create meaningful reform that reduces mass incarceration, restores hope, and provides pathways to redemption for those who deserve it.
Our Legislative Initiatives
- Mercy for Children Act – Advocates for making Florida’s 2014 juvenile sentencing reforms retroactive, allowing parole-eligible juvenile offenders to receive a meaningful opportunity for release.
- Elderly Inmate Release Act – Proposes allowing inmates aged 50+ who have served at least 10 years and have 10+ years remaining to petition for sentence modifications.
- Compassionate Release Act – Provides sentence modifications for terminally ill or permanently disabled inmates, defining medical eligibility criteria.
- RISE Act – Aims to mandate work release for all inmates during their last 6–18 months to improve reintegration and reduce recidivism.
- Civil Commitment Referral Act – Requires mental health evaluations for certain inmates and potential involuntary civil commitment if they have untreatable psychological disorders.

A Letter from Inside:
Our Fight for Second Chances
"Hi, I'm Randy Baggett."
"Imagine being condemned for life by a single tragic decision that you made as a child. When I was 17, I killed my stepfather during a fistfight after repeatedly watching him abuse my mother and 9-year-old brother. Prison was a justified consequence for my actions. But I was given a life sentence, and permanent incarceration ignores a fundamental truth: people who commit crimes as children can grow, change, and deserve a chance to prove their rehabilitation.
"Over 40 years later, I'm not just fighting for my future – I'm fighting for 174 other people who, like me, were sentenced to life in prison as children. While our sentences are technically 'parole-eligible,' the reality is stark. Without reform, we will likely die in prison. That's why I founded Freedom Force Florida. Though I can't run our daily operations from inside, our mission drives everything we do: to bring hope, fairness, and justice to those who are trapped in the clutches of Florida's criminal justice system.
"At Freedom Force Florida, we believe in restorative justice and the power of rehabilitation. I deserved punishment for the crime I committed, but I also deserve a chance to prove I’ve grown and changed. Others do,too. Together, we can transform lives and build a future where justice includes forgiveness and second chances."
